State Council Opinion on Promoting and Speeding Up Sound Development in Grazing Areas

This is a mini-post to share a document that just came to my attention.

The document, issued on August 2011, presents PRC Central Government's "opinion" on different aspects of grassland management, including settlement of nomads. It is titled 'State Council Opinion on Promoting and Speeding Up Sound Development in Grazing Areas (Document No. 17)'.

Of particular interest to followers of this blog is that it aims at achieving "basic" completion of settling nomads and providing service by 2015, and full realization of the settlement process by 2020.

Readers should bear in mind that the document is talking about settlement (ding ju / ??) of nomads, and not resettlement (yi min / ??).This is an important distinction because settlement (ding ju / ??) usually refers to provision of housing near the same general area where people live and resettlement (yi min / ??) means people are moved away from their lands to a different place.
